White Paper Launch – Policy Recommendations Document for NEET Young Women in Türkiye

As part of the “Young Women Building Their Future” project, the White Paper – Policy Recommendations for NEET Young Women in Türkiye was introduced on May 21, 2025, during a meeting held in Ankara with representatives from the public sector, civil society, the private sector, and academy.

The White Paper, one of the key outputs of the first phase (2022–2025) of the Young Women Building Their Future project, was prepared under the leadership of Prof. Dr. Kezban Çelik, a faculty member at TED University.

The event featured opening speeches by Nevgül Bilsel Safkan, General Manager of the Sabancı Foundation; Mustafa Ali Yurdupak, UNDP Deputy Representative; Süreyya Erkan, Director General on the Status of Women at the Ministry of Family and Social Services; and Suat Dede, Deputy Director General of Labour at the Ministry of Labour and Social Security.

Following the opening remarks, the results of the project’s first phase and information about the second phase were shared with participants. Prof. Dr. Kezban Çelik presented the White Paper – Policy Recommendations for NEET Young Women in Türkiye.

About the White Paper

Based on the experiences and outcomes of the first phase of the Young Women Building Their Future project, the White Paper includes policy recommendations aimed at increasing NEET women’s participation in education, employment, and social life. Shaped through extensive stakeholder consultations, interviews with beneficiaries, field studies, and desk research, the document is not only a project output but also a strategic roadmap that will guide the second phase of the project to be implemented between 2025 and 2027.

Key Policy Recommendations

The White Paper offers multidimensional and holistic policy proposals to support the empowerment of young women in NEET status. The recommendations identify intervention areas and relevant stakeholders. They are designed to be applicable at both national and local levels and are intended to be implemented through a multi-stakeholder approach, involving public institutions, the private sector, civil society, academia, and local governments.
